Indifferent Harry Potter and the Order of the Phoenix (2007) -- These movies are still a little fun to watch while they're happening (this one has the addition of a cute blonde intellectual girl), though you get the impression that they're wasting the time they have with stories that don't go anywhere.  Does it really takes seven movies to confront some stupid evil wizard?  It only took three movies for Frodo to save the world.  The movies at this point, though okay for a little romp, simply remind you that J.K. Rowling was kind of a sloppy storyteller when it came to more complicated plots.  Things worked much better when the big issue was whether Harry could get his broom to fly or not.  (See Mike Newell for the predecessor, Harry Potter and the Goblet of Fire.)
